The 1961 low number set includes cards 1-522. The seventh series (523-589) is not included.  Although this set does not include the last series of cards, it contains every major and minor star card in the set with the exception of #545 Hoyt Wilhelm. Low number sets are very popular with collectors on a budget because it is possible to obtain the majority of the set for a fraction of the price and still get almost all of the popular players.   

The front of each card in the 1961 set contains a color photograph of the player, with the player's name, position, and team at the bottom of the card. The reverse features the player's biographical information and statistical history.

For the first time, Topps included a sub-series called "League Leaders" and also included separate numbered check lists. Other sub series in this set are the World Series Cards, Baseball Thrills, and MVP's of the 1950's.
