Arthur Thomas Phelan (August 14, 1887 in Niantic, Illinois – December 27, 1964 in Fort Worth, Texas), is a former professional baseball player who was an infielder in the Major Leagues from 1910 to 1915. He would play for the Chicago Cubs and Cincinnati Reds.
